One victim, 24-year-old Tommie L. Battie IV, was pronounced dead at the scene, according to SCSO.
Authorities say four additional victims were taken to local hospitals in both Manatee and Sarasota counties.
The 24-year-old is a Braden River High School alum, who played as a running back for the school's football team. A close friend told FOX 13, Battie and some friends visited the hookah lounge nearby before the shots were fired.
Officials say one eastbound lane of 17th Street between Tallywood Drive and Beneva Road was shutdown during part of the investigation.
More than 80 evidence markers were seen scattered around the parking lot.
The storefront window of a vacuum shop in the plaza was shattered.
Investigators say it appears that the shooting was an isolated incident. According to the sheriff's office, the incident is still an active criminal investigation.
