Police arrest man accused in fatal shooting at Tampa apartment complex

TAMPA, Fla. - Tampa police have arrested a suspect they say shot and killed a man at the Scruggs Manor apartment complex in September.
According to police, officers were sent to the apartment complex located on N. 22nd St. in reference to a deceased adult male.
Police say when they arrived, they found a man with a fatal gunshot wound.
Witnesses told police that Mark Terrence Franklin, Jr. had been arguing with the victim before the shooting, according to TPD. Officers also say that additional witnesses positively identified Franklin as the shooter.
Franklin was arrested on Monday and charged with first-degree murder and possession of a firearm.
