The Tampa Police Fugitive Apprehension Unit, in partnership with the U.S. Marshals Task Force, arrested Horace-Fleming on Tuesday at his home in Temple Terrace. Police say they found a Glock 23 firearm inside the suspect's car, which investigators believe was the weapon used in the shooting.
Horace-Fleming has been charged with first-degree murder, two counts of aggravated battery with great bodily harm, felon in possession of a firearm, and shooting at, into or within a building.
He is currently being held at the Orient Road Jail, according to officials.
Tampa Police Chief Lee Bercaw praised the work of the detectives in this case.
"This arrest brings a measure of justice to the victims of this senseless act of violence," said Bercaw. "Our city is safer with this dangerous suspect off the streets. I commend the dedication and tireless work of our detectives, the U.S. Marshals Task Force, and all involved in this investigation and apprehension."
The investigation remains ongoing as the detectives say they are working to identify and speak with the second person who was allegedly seen at the time of the shooting. Anyone with information is asked to contact the Tampa Police Department at (813) 231-6130.
