Grand jury: Sweeping changes needed to prevent another Surfside

Nearly six months after a 12-story condo building in Surfside collapsed, it is still not clear what caused the disaster. In a new report, a Miami-Dade Grand Jury says the state needs to pass sweeping reforms to avoid similar tragedies.
